Crystal Reports was not installed correctly for the 64 bit OS.

Uninstall Crystal reports from the Control Panel's Add/Remove Programs.

Install Crystal Reports using the following procedure:

First Run the CRRedist2008x86.msi file from the WiQ 3.0.38 software installation folder in the tools\Crystal Reports subfolders followed by the CRRedist2008x64.msi application.
