Answer 

I receive the following pop up error: The Application encountered a fatal error: Could not load file assembly ‘WiQPortalComponents, Version 3.0.38.3, Culture=neutral, PublicKey Token=null’ or one or more of its dependencies. The system cannot find the file specified.




Windows User Account Control is blocking the software from installing properly.
Uninstall the applications and re-install using the Windows “Run As Administrator” feature.
